{"id":2242,"date":"2026-08-26T12:50:54","date_gmt":"2026-08-26T10:50:54","guid":{"rendered":"https:\/\/www.wassenaar.org\/outreach\/"},"modified":"2026-09-29T17:21:59","modified_gmt":"2026-09-29T15:21:59","slug":"outreach","status":"publish","type":"page","link":"https:\/\/www.wassenaar.org\/de\/outreach\/","title":{"rendered":"Outreach"},"content":{"rendered":"<section class=\"page-hero-section\" style=\"background-image: url(https:\/\/www.wassenaar.org\/wp-content\/uploads\/2026\/09\/bg_outreach.png);\">\r\n    <div class=\"mask\" style=\"background-image: url(https:\/\/www.wassenaar.org\/wp-content\/uploads\/2026\/09\/bg_outreach_mob.png);\"><\/div>\r\n    <div class=\"container\">\r\n        <div class=\"row align-items-end has-height\">\r\n            <div class=\"col-lg-7\">\r\n                <div class=\"section-title\"><h1>Outreach<\/h1><\/div>            <\/div>\r\n        <\/div>\r\n    <\/div>\r\n<\/section>\n\n<section class=\"about-content-section\">\n    <div class=\"container\">\n        <div class=\"row\">\n            <div class=\"col-lg-3\">\n                \n                <form role=\"search\" method=\"get\" class=\"d-flex\" action=\"https:\/\/www.wassenaar.org\/de\/\">\n    <input\n        type=\"search\"\n        class=\"form-control me-2\"\n        placeholder=\"Search website\"\n        value=\"\"\n        name=\"s\"\n        aria-label=\"Search\"\n    >\n    <button class=\"btn btn-primary\" type=\"submit\">Search<\/button>\n<\/form>            <\/div>\n            <div class=\"col-lg-9\">\n                <div class=\"text-block\" id=\"overview\"><h3>Outreach<\/h3>\n<p>The Wassenaar Arrangement conducts a variety of outreach activities aimed at encouraging broad adoption of WA standards and promoting effective national export control systems.<\/p>\n<p>The Wassenaar Arrangement organises two regular collective outreach events in Vienna for interested outreach partners (currently 45 countries):<\/p>\n<ul>\n<li>Post-Plenary Briefing on the results of the annual Plenary meeting;<\/li>\n<li>Enhanced Technical Briefing on changes to the Wassenaar Arrangement Control Lists and licensing and enforcement issues. <span style=\"font-weight: 400;\">This event includes expert-level exchanges and the sharing of practical implementation experience between Wassenaar Arrangement technical experts and their counterparts from non-participating states.<\/span><\/li>\n<\/ul>\n<p>Periodically the Wassenaar Arrangement organises outreach\u00a0<a href=\"https:\/\/www.wassenaar.org\/de\/about-us\/#public\"><strong>seminars and workshops<\/strong><\/a>\u00a0or other\u00a0<strong><a href=\"https:\/\/www.wassenaar.org\/de\/about-us\/#public\">events<\/a><\/strong>.<\/p>\n<p>The Wassenaar Arrangement also conducts outreach dialogue with individual countries and from time to time may undertake bilateral outreach visits upon invitation from an interested country, as agreed by the Wassenaar Arrangement Plenary.<\/p>\n<p>The WA Secretariat interacts on a regular basis with a variety of international and regional organisations engaged in related activities.\u00a0 In addition, the Arrangement has contacts with other export control regimes on specific control list issues of a technical nature.<\/p>\n<p>Other activities to raise awareness of the Wassenaar Arrangement\u2019s work include seminars, workshops and participation in international conferences in various parts of the world which often include representatives from industry and academia, as well as governments.\u00a0 A number of Wassenaar Arrangement Participating States also undertake export controls-related outreach on a national or regional basis, including by organising events aimed at engagement with countries in specific regions.<\/p>\n<p>If a country would like to participate in Wassenaar Arrangement outreach activities, it should officially register its interest through the current Plenary Chair or the WA Secretariat.<\/p>\n<h4>Recent outreach:<\/h4>\n<\/div><div class=\"text-block\" id=\"outreach3\"><h5>UN Disarmament Fellows Discuss WA\u2019s Role in Multilateral Export Controls<br \/>\n24 June 2026<\/h5>\n<\/div><div class=\"image-block\"><img decoding=\"async\" src=\"https:\/\/www.wassenaar.org\/wp-content\/uploads\/2026\/07\/UNDF-group-with-Wassenaar-cropped-wide-scaled-1.jpg\" alt=\"\" \/><\/div><div class=\"text-block\" id=\"outreach3\"><p>On 24 June, WA Head of Secretariat Ambassador Dr. Gy\u00f6rgy Moln\u00e1r and Counsellor Lee Yoonseok, representing Republic of Korea in its capacity as the 2026 Plenary Chair, discussed the work of the Wassenaar Arrangement with the 2026 United Nations Disarmament Fellows. Counsellor Lee underlined the role of the WA in maintaining effective multilateral export controls, while Ambassador Moln\u00e1r and officers of the WA Secretariat explained key aspects of the WA\u2019s work including keeping the Munitions List and Dual-Use List up to date as well as continuing to develop and share best practices in the implementation of export controls. Fellows from 24 countries, including four WA Participating States and several WA outreach partner countries, took part in the programme which was organised by the UN Office of Disarmament Affairs.<\/p>\n<\/div><div class=\"text-block\" id=\"outreach2\"><h5>Head of Secretariat Addresses the Asian Export Control Seminar<br \/>\n5 February 2026<\/h5>\n<\/div><div class=\"image-block\"><img decoding=\"async\" src=\"https:\/\/www.wassenaar.org\/wp-content\/uploads\/2026\/04\/image12.webp\" alt=\"\" \/><\/div><div class=\"text-block\" id=\"outreach2\"><p>Wassenaar Arrangement (WA) Head of Secretariat Ambassador Dr. Gy\u00f6rgy Moln\u00e1r addressed the Asian Export Control Seminar (AECS) in Tokyo, Japan, on 5 February 2026. His presentation provided an opportunity to promote the establishment of fully effective export controls throughout the Asia-Pacific region.<\/p>\n<p>The Head of Secretariat provided an overview of the WA\u2019s work, focusing on the implementation of WA standards and best practices while underlining the noteworthy updates to the WA Control Lists which were agreed in 2025.<\/p>\n<p>The AECS is organised annually by the Center for Information on Security Trade Control, the Ministry of Economy, Trade and Industry, and the Ministry of Foreign Affairs of Japan.<\/p>\n<\/div><div class=\"text-block\" id=\"outreach1\"><h5>Enhanced Technical Briefing for WA Outreach Partners<br \/>\n16 June 2025<\/h5>\n<\/div><div class=\"image-block\"><img decoding=\"async\" src=\"https:\/\/www.wassenaar.org\/wp-content\/uploads\/2026\/06\/2025-ETB-PLM-Chair-and-HOS-rev-1-e1781186999327.jpg\" alt=\"\" \/><\/div><div class=\"text-block\" id=\"outreach1\"><p>Representatives of 31 outreach partner countries and Participating States took part in an Enhanced Technical Briefing hosted by the Wassenaar Arrangement on 16 June in Vienna. Participating countries included exporters, importers and producers of conventional weapons and dual-use goods and technologies.<\/p>\n<p>Ambassador Kaifu Atsushi (Japan), 2025 Plenary Chair, underlined the value of multilateral cooperation in maintaining fully effective export controls and encouraged governments to take into account accelerating advances in technology and developments in international security as they update their lists of controlled goods and technologies.<\/p>\n<p>Head of Secretariat Ambassador Dr. Gy\u00f6rgy Moln\u00e1r provided an overview of the WA\u2019s work and noted the value of the WA Control Lists as a reference for national systems. He reaffirmed the principles on which the WA was founded, including that it is not directed at any country or group of countries, and that it does not impede bona fide civil transactions.<\/p>\n<p>Experts Group Chair Anneth de Witte (Netherlands), Licensing and Enforcement Officers Meeting Chair Christian Larose (Canada) and experts from France, Japan, the United Kingdom, and the United States delivered briefings on significant changes to the WA Munitions List and List of Dual-Use Goods and Technologies adopted over the last two years as well as the implementation of WA standards and best practices.
